Overview

An evidence base for humanitarian prioritisation.

An estimated 7.9 million people across the BAY states required humanitarian assistance. FACT facilitated this assessment to provide comparable household-level evidence for humanitarian planning and sector analysis.

The publication presents selected top-line indicators rather than the complete sectoral picture. It highlights recurring pressures affecting internally displaced people, returnees and host communities.

Key findings

Households face overlapping food, income and service-access pressures.

Food insecurity remains severe

Many households reported going without food during the previous 30 days, with displaced households facing particularly acute conditions.

Livelihoods are fragile

Casual labour was the leading income source in all three states, leaving families exposed to irregular earnings and price shocks.

Essential services remain distant

Most surveyed households could not reach healthcare within 30 minutes without barriers.

Assistance preferences are clear

Food and cash support were commonly prioritised, while face-to-face communication remained the preferred way to receive information.

Methodology

State-level representation across key population groups.

The quantitative household survey covered 62 local government areas using stratified cluster sampling. Results were designed for a 90% confidence level and a 10% margin of error.
